The Writings of Doji Hatsuo and Soshi Saibankan occured in 153, and the system they build would survive relatively unchanged. When the military officer Doji Hatsuo and the Courtier Soshi Saibankan sat down to come up with a method by which the Emperor could conscript high-quality soldiers and magistrates, they would devise the framework for the Imperial Legions and the Emerald Magistrates.[citation needed]
