The Outer City was the area outside the first and outermost wall of Otosan Uchi. It was formed by eleven districts, and each one was governed by a single person, chosen arbitrarily by the Emperor. The districts were named after their current governor, a tradition which caused untold chaos. The Sentaku Tribunal watched over all these governors. [1]

A massive construction project dug out the land from the River of the Sun all the way into Golden Sun Bay, allowing ships to come upstream directly into the Toshisoto. [2]
