Tonbo Norogumi was an assistant of Tonbo Rintaro at Kyuden Tonbo. They and Tonbo Yaichiro secretly were Daigotsu's followers and worked to the Spider Clan. Rintaro was in charge of issuing travel papers for those wishing to enter the Dragon Clan lands. He used this position to allow the entrance of the assassins that killed Tamori Shaitung and Tamori Nakamuro in the Night of the Spider in 1170.
Aided by the Kitsuki Investigators, the Dragon Clan Champion Togashi Satsu managed to discover the origin of the papers and followed the tracks to Kyuden Tonbo. When confronted, Rintaro managed to put the blame on his follower Yaichiro, who was executed. To safely cover the tracks of Rintaro Norogumi sacrificed himself exposing him as another Spider spy, and was also killed. [1]
