Tonbo Kyuishi was a courtier of the Dragonfly Clan.

Kyuishi was trained as courtier at Shiro Kitsuki. He was still a boy when his Clan was attacked by the Lion and Kyuden Tonbo destroyed. [1]
Station[]
In his early twenties Kyuishi was a skilled diplomat and the liaison to the Dragon Clan. He built a vast network of connections and alliances within the Dragon Clan and with the diplomats of the various Great Clans who needed to gain access to Shiro Mirumoto. He was very adept at saying what people want to hear without promising anything. [1]

Kyuishi received many gifts from these diplomats, gifts which had given him a taste of luxury. He also was fond of the game of Fortunes and Winds, and his growing addiction to gambling was somewhat troubling to him. [1]
