The Shrine of Tenno Heika was a founded by Yaeko, a concealed akutenshi. The Servants of Heaven were a group of cautious Maho-tsukai, who recruited one or two members each year. These recruits were initiated into maho and soon transferred to the Shadowlands to become akutsukai. [1]
