Otomo Toreiki was a diplomat of the Imperial Families. In 1123 after the Scorpion Coup he was appointed as advisor to Higshikawa district's governor, Otomo Mukai, formerly known as Shosuro Mukai. Toreiki was secretly grooming him as a figurehead for his family. [1]
