The Otomo Infiltrators manipulated the affairs of the Great Clans. This required them to stay as informed as possible about their plans, and toward that end they had Infiltrators present at virtually every winter court in the Empire. Some of the Otomo went on to train with their allies in the Crane Clan so that they could gain as much information as possible during their time with other clans. [1]
