The Order of Virtue was a sect of the Brotherhood of Shinsei devoted to Toku, Fortune of Virtue. They were based in the shrine to Toku in the Vigilant Keep of the Monkey, and those Monkey samurai who reached the age of retirement almost always joined the Order. [1]
