Kuroiban, or Black Watch, was a secretive organization of clan magistrates of the Scorpion Clan, devoted to destroying mahō both inside and outside the Clan. [1] They dedicated to opposing any dark forces that might try to insinuate themselves into the Empire even if it meant breaking Imperial laws to do so. [2]
