Kokei was a heimin agent of the Otonmo. He impersonated a blind chitose-ame candy seller in 1123, to overlook the activities of the monk Makasu, the aged Shinpu of the Temple of Eternal Redemption at Otosan Uchi. Every month he passed his reports through the candy's rice paper wrappings. [1]
