Kitsuki Noriko was a magistrate of the Dragon Clan.
Station[]
Noriko was descendant of magistrates, as her mother and father, and three of her grandparents. She assumed a magistrate's post in Distant Paddy Village, where Noriko uncovered a black-market conspiracy, rice was being funneled from the official stocks, to help feed commoners facing shortages resulting from fields left fallow by the faltering Dragon birth-rate.Instead to end the black-market scheme and condemning the hungry commoners to scarcity, she looked the other way. A group of samurai, part of a joint trade delegation representing different clans, began to investiagte a fire which destroyed one of the largest granaries in the town. These samurai uncovered the scheme and that Noriko had covered them up. They also uncovered the arsonist, a merchant and rival to the owner of the burned granary, who did indeed seek to inflate the value of his own product by causing an artificial shortage. [1]
