Kitsu Tokuo was a shugenja of the Lion Clan of little repute. He had a knack for the law, and was a popular and effective magistrate who became an Emerald Magistrate in three years. His final assignment found him deep in Crane lands, invesĀtigating the suicide of the Crane Clan Champion Doji Tanaka. Tokuo discovered a Bloodspeaker's plan to sow chaos gifting Bloodswords to the Great Clan daimyo before a major attack. The Bloodspeakers found him and slew him before he could report. [1]
