Kasuga Meninoji was a shugenja of the Tortoise Clan. He was the single caretaker of the Shrine of Agasha Kasuga in the first floor of the Dawn Tower, a position he had inherited from his father, as it had been handed down since the death of Agasha Kasuga, founder of the clan. [1]

Meinoji was a poor priest, as he preferred sake and the company of geisha than his duties in the shrine. Despite it he was an excellent spiritual advisor, always open to listen his brethren, enjoying in being useful to his clan. [2]
