Kasuga Courtier were the public face of the Tortoise Clan, which had the dubious honor of doing the Emperor's "dirty work."

Creation

During the Clan War, the Tortoise served as emissaries between the Mantis Clan and the other members of Yoritomo's Alliance, when they learned the lessons of diplomacy.
