Kaito Noritaka was a courtier of the Phoenix Clan. He was sent to the court of the Otomo family, and despite his best efforts, consistently failed in his attempts to negotiate. Noritaka's yōjimbō suspected that someone was trying to sabotage the young Kaito by feeding him misinformation, and asked a group of samurai to investigate. They uncovered that the sabotage was originated within the Phoenix Clan itself, where a group of hardline traditionalists resented the elevation of the Kaito and sought to weaken and discredit them.
