Imperial Observers were assigned by the Imperial Bureaucracy to oversee the honorable conduct of war. [1] These samurai became the eyes, ears, and mouth of the Emperor himself, sent to the battlefield alongside the confronting armies. Among their duties, they could be commissioned to step in when there was a clear victory and decide the battle without needless additional bloodshed. [2]
