The Hungry Governor was the name given to a mazoku woman, who was Gaki-dō's primary administrator. Her sole duty was recovering escaped gaki from the Realm of the Hungry Dead. She was once a priest of Emma-Ō who served her master so well, he rewarded her with stewardship over the Realm of the Hungry Dead. Assisted by a staff of hundreds of shinigami who dwelled in the Mortal Realm, she tracked down escaped souls in Ningen-dō to drag them back to their realm of punishment. She occasionally recruited allies from the living to aid her in this task, especially after an unusually large breakout. [1]
