Hantei XXXI was the thirty-first Emperor of Rokugan, but very little is known of his reign.
Imperial Decree[]
Hantei XXXI decreed each clan had to send at least one shugenja to the place later known as the Blessings of the Eternal Kami, as part of a pilgrimage to the Imperial City. The Imperial Decree led to the foundation of the Order almost two hundred and fifty years later, around 1123. [1]
Winter Court[]
Winter Court was held at Kyuden Hida one year during Hantei XXXI's reign, in an attempt to silence the Clan Champion's squabbles over land and show them that they were considered equals atop the Kaiu Wall. [2]
Expanding the Roads[]
A new Imperial road, Lord's Path, was built under his reign to facilitate the movement of Imperial troops. [3]
