Hantei XXIV was the twenty-fourth Emperor of Rokugan. He treated his third and younger brother Otomo Seimei, stricken with a consumptive sickness, with kindness and respect. His brother in turn founded the Otomo Astrology School to protect the Emperor from supernatural threats and divine the Celestial Heavens' intent. [1]
