Hantei Ningi was the second child and first son of Hantei Genji, and was regarded as a brilliant man and the first mortal Emperor. [1]
Reign[]
It was under his reign that the Imperial Court and the Emerald Champion fashioned in the way it was known for centuries, marking the beginning of a truly unified empire. [1] He also established the first code of laws in the Empire and the system of land ownership (all land belonged to the Emperor). [2]
Decree[]
It was Hantei Ningi who decreed that peasants were to be banned from bearing weapons. [3]
Togashi Kaze[]
In 268 [4] Ningi summoned the Dragon monk named Togashi Kaze and ordered him to show his unarmed fighting style known as Kaze-Do. As his techniques were only for peasants, because the peasants weren't allowed to carry weapons, Kaze refused and Ningi ordered the Emerald Champion to execute Kaze. When Emerald Champion Doji Kuzume refused to execute Togashi Kaze and committed seppuku the Emperor temporarily elevated Lion Clan Champion Matsu Noshin to the position and ordered him to execute Kaze, which he did. Tenjin[]
Ningi commanded to execute Akodo Tenjin, a poet who wrote a story that he found offensive. Thereafter disease and pestilence fell on the Imperial Court, so the Emperor begged the spirit of Tenjin for forgiveness and elevated him to the Fortune status. [7]
