Governors were appointed in the major cities in a Great Clan's lands. They generally resided in castles, although sometimes they might dwell in an unfortified residence within the city proper. City governors had ruling authority over their lands, upholding laws, maintaining order, and collecting taxes. [1] In the largest cities, districts might also have governors. [2]
