The Council for Grain aided the Sultan of Medinaat al-Salaam to enact and abolish laws. It controlled the arable areas around the Jewel that fed it. Their corcerns were droughts or fires that could destroy the food supply of the city. It was under the control of the richest landowners, and corruption was usual between their members. [1]
